JUST IN: Buhari sacks Kachikwu, appoints new directors for NNPC

Femi Adesina, presidential media adviser, in a statement made available to NAIJ.com, has announced that President Muhammadu Buhari approved new board of directors of Nigerian National Petroleum Corporation (NNPC).

The composition of the board of the NNPC was confirmed under Section 1(2) of the Nigerian National Petroleum Corporation Act of 1997, as amended.

The new board includes:

A. Chairman-Dr Emmanuel Ibe Kachikwu, Honourable Minister of State for Petroleum;

B. Group Managing Director-Dr Maikanti Kacalla Baru;

C. The Permanent Secretary of the Federal Ministry of Finance; and

D. The following six persons:

1. Mallam Abba Kyari

2. Dr Thomas M.A John

3. Dr Pius O. Akinyelure

4. Dr Tajuddeen Umar

5. Mallam Mohammed Lawal

6. Mallam Yusuf Lawal.

The president advised the new board to ensure the successful delivery of the mandate of the NNPC, ” and serve the nation by upholding the public trust placed on them in managing this critical national asset.”

President Buhari has announced names of ministers of his cabinet in September 2015. He also appointed himself as Minister to head the Petroleum Ministry.

Buhari, having been head of the Petroleum Trust Fund under the military leadership of the late Sani Abacha, and the oil minister under Olusegun Obasanjo, the former head of state has extensive knowledge of the oil sector.

N4.9b fraud: Fani-Kayode, others get N250m bail

– A Federal High Court sitting in Lagos granted him and others charged along with him the bail

– The former spokesperson of the Goodluck Jonathan 2015 re-election presidential committee was being tried by the Economic and Financial Crimes Commission (EFCC) for an alleged fraud of N4.9billion

While reporting the news, Nigerian Bulletin simply put it as, ‘EFCC has granted spokesperson of the Goodluck campaign bail in the sum of N250million.’

It was as if Fani-Kayode’s case would not go on for long because it was a few days ago that the court ordered that Fani-Kayode; former finance minister, Nenadi Usman, and Danjuma Yusuf to remain in prison custody until today, Monday, July 4, that the court granted them bail.

Daily post as well as The Punch reported that, Justice Muslim Hassan ordered the defendant to provide two sureties in like sum and also deposit his passport in the custody of the court pending the outcome of the case.

The sureties were to be owners of landed properties within the court’s jurisdiction, which is Lagos state.

The sureties in addition were to come with evidence of tax clearance in the state before the court

Nemandi Usman, an ex finance minister and one Danjuma Yusuf, who were standing trial along with Fani-Kayode, were also granted bail.

Joint Trust Dimension Nigeria Limited, a company was joined as the 4th defendant in the trial.

The accused were arraigned on Tuesday, June 28 before Justice Hassan on 17 counts bordering on conspiracy, unlawful retention of proceeds of theft and money laundering.

The ex aviation minister was former President Goodluck Jonathan’s campaign organisation spokesperson in the 2015 presidential elections.

Fani-Kayode was accused of colluding with the others to directly and indirectly holding onto different amounts of money which the anti-graft agency said they simply should have known were proceeds of stolen funds.

The PDP stalwart and others were said to have allegedly committed the offences between January 8, 2015 and March 25, 2015 in the build-up to the general elections.

In one of the counts, the anti-corruption body alleged that Fani-Kayode, who was listed as the 2nd defendant in the charge sheet, and his co-defendants colluded among themselves to “indirectly  retain the sum of N1,500, 000,000.00, which sum you reasonably ought to have known formed part of the proceeds of an unlawful act to wit: stealing.”

The EFCC prosecutor, Rotimi Oyedepo, had told the court that the said conspiracy and indirect retention of the N1.5billion amount to an offence under Section 18(a) of the Money Laundering (Prohibition) (Amendment) Act, 2012, punishable  under Section 15(3)( 4) of the same Act.

In the other count, the anti-graft agency alleged that the former aviation minister “directly retained the sum of N350m,” which the anti-graft agency claimed that he ought to have “reasonably known formed part of proceeds of an unlawful act to wit: stealing.”

The former spokesman of the PDP presidential campaign committee was accused of directly using parts of the money at various times, including between March 20 and 25, 2015, when he allegedly used N250,650,000.00 out of the money.

Fani-Kayode was likewise accused of making a cash transaction of N24m with one Olubode Oke, said to still be at large, on February 12, 2015 “to Paste Poster Co  of 125, Lewis Street, Lagos Island.”

Fani-Kayode and Oke were said to have made the transaction without going through any financial institution, an act the EFCC claimed was contrary to sections 1(a) and 16(d) of the Money Laundering (Prohibition) (Amendment) Act, 2012 and punishable  under Sect

Buhari recieves yet another arms deal report

– President Muhammadu Buhari has received another report from the presidential panel set up to probe arms procurement between 2007 and 2015

President Muhammadu Buhari has reportedly given anti-graft agency, Economic and Financial Crimes Commission (EFCC) orders to arrest everyone indicted in arms procurement probe.

According to a report by Punch, the presidential panel set up to probe arms procurement between 2007 and 2015 submitted another report to the President, making it the third report so far submitted to the President by the committee.

“Yes, I can confirm to you that the President received the report during the week (last week) and he has since approved it,” an unnamed source was quoted.

With the approval, EFCC had been empowered to go after those indicted in the fresh report.

Another informed source revealed that; “The fraud uncovered in this fresh report is massive. All things being equal, the government will be looking at the possibility of making highlights of the report public this week, probably during the Sallah break.”

“The President has directed that we explore the option of prosecuting indicted persons immediately instead of first publicising their names thereby giving some of them the leeway to escape justice.”

The report said efforts were already ongoing by the committee at that time to get across to the Attorney General of the Federation, Abubakar Malami (SAN), to discuss the prosecution of the freshly indicted persons.

Recall that a member of the House of Representatives during the Second Republic, Dr. Junaid Mohammed, challenged Buhari to make public the contents of the interim report of the arms probe panel.

He alleged that a “cabal” within the Presidency had convinced the President not to make the report public because some of his trusted aides were indicted.

Meanwhile, EFCC says it has seized at least 29 properties from ex-Air Force chiefs in the on-going anti-corruption war. While 11 properties were seized from Amosu; 12 were seized from Adigun and six from Gbadebo.

According to Stelladimokokorkus blog, D’banj allegedly held a secret registry wedding to an American, who has both Nigerian and South African roots.

The singer reportedly invited his father and twenty-five other guests to the registry. It was so discreet that the group thought they were invited for a birthday party but were shocked when it turned out to be the Registry wedding between Dbanj and a yet to be named Lady.

Recall that in an interview in April 2016 D’banj hinted that when he gets married it will be very quiet and no one would know.

SHOCKING: EFCC finds over N2.5billion in account of Stella Oduah's maid Oladele Hakeem 1 hour ago

Stella Oduah, former minister of aviation and presently a senator at the National Assembly representing one of the three Senatorial districts of Anambra state

– The Economic and Financial Crimes Commission (EFCC) has discovered a bank account with huge sums of stolen funds

– The account has at least N2.5billion opened in the name of an Stella Oduah’s housemaid

– Oduah, a former aviation minister is currently a serving Senator representing one of the three Senatorial Districts of Anambra state

Investigators at the Economic and Financial Crimes Commission are of the view that the bank account was opened by Stella Oduah, who used her housemaid as the account owner in order to prevent anybody from knowing she was the real owner of the allegedly stolen N2.5billion.

New information coming in has it that two senior EFCC sources explained that the bank account and its huge deposits was opened and operated without the knowledge of the former minister’s housemaid, saying “Senator Oduah apparently opened the account with her housemaid’s name, image, and details without the housemaid knowing about it.”

Another EFCC source told SaharaReporters that Ms. Oduah had been going around to some top officials of the Muhammadu Buhari administration seeking their help to scuttle her impending trial. Last week, she asked for a meeting with EFCC chairman Ibrahim Magu, claiming she wanted to meet in her official capacity as a senator.

According to Sahara Reporters, two officials of EFCC who spoke on the “housemaid” account revealed that Ms Oduah was the single signatory to the account, adding that they were still connecting the dots to uncover how the former minister managed to pull off such a money laundering strategy.

“As of last week, the account was still active and contained over N2.5 billion,” said one of the EFCC sources, adding that he was not sure if the EFCC chairman, Ibrahim Magu, who is presently traveling in Saudi Arabia for lesser hajj, had directed the freezing of the account.

One of the anti-graft sources revealed that the discovery of the “housemaid” account is an indication that Ms Osduah could have laundered as much as N5.6 billion so far from the aviation ministry’s budget during her time as minister.

Moreso, initial findings revealed that the ex-female minister was the only single signatory to the account, as The Nation learnt on Saturday, July 2.

A top official of the anti-graft agency stated on Saturday, July 2  that the former female minister would be brought before the court soon.

While the EFCC source was speaking, he said: “Our findings indicated that the ex-female minister opened an account in the name of her housemaid and with her photograph. But the signature in the account is that of the ex-minister.

“At the time we made the discovery, over N2.5billion was in the account. But the volume of transactions in the account has been huge.

“We are suspecting that the ex-minister did not put the housemaid in the picture of what she wanted to do with her passport photograph.

“We have established that the ex-minister has been drawing funds from the said account. We have retrieved records of all transactions by the ex-Minister. We will soon bring her to justice no matter how long it takes to follow due process.”

On the war against graft, about two weeks ago, Prof. Yemi Osinbajo, the country’s, number two man, at Abuja, said the there are different measures aimed at reducing corruption in Nigeria.

Governor Ayo Fayose in fresh trouble

Governor Ayodele Fayose of Ekiti state may have found himself in trouble waters again as the office of the inspector general of police has received not less than 102 petitions against the governor relating to harassment of persons during and after the last governorship election in the state.

According to Punch, the petitions were written by those alleged to have been harassed, beaten or detained before, during the controversial poll which has been dubbed Ekitigate.

The majority of the petitions were said to have originated from the members of the All Progressives Congress in the state.

The police have begun investigating the some of the cases in the petition and intend to invite the governor’s loyalists who were either in the employment of the state or in other positions when they partook in the acts stated in the petitions.

Though some of the cases have been already investigated by a special police team, led by one CSP Ndah, the police failed to arrest some of the governor’s aides during the tenure of the last inspector general of police, Mr. Solomon Arase because Fayose was said to have raised the alarm, alleging that the police were coming to raid the state and his personal house.

However, following the conclusion of the army’s inquiry into roles played by its officers and men during the election, a police source said that the time was ripe for the police to look at the petitions again.

He said: “The police have over 102 petitions against the governor which we are investigating. Soon, we will start inviting the suspects for interrogation,” the senior police officer said.

He added, “We have the petitions already worked on by a senior police officer, who is retired now, but we are looking at them again so that it doesn’t look as if we are sweeping anything under the carpet.”

Meanwhile, following an alleged plot to unseat Governor Ayo Fayose of Ekiti state, members of the Peoples Democratic Party (PDP) took to the streets on Thursday, June 30, to protest.

The PDP members trooped out in their numbers in Ido-Ekiti headquarters of Ido/Osi local government, in support of Governor Ayo Fayose, The Nation reports.

The petitions were said to have been written by those alleged to have either been harassed, beaten or detained before, during, and after the last governorship election in the state.

According to the protesters, any attempt by the federal government to remove Governor Fayose will not be condoned.

If it is recalled that the Minister of Interior, Lt. Gen. Abdulrahman Damazzau (retd.), under whose ministry are Prisons Service, Immigration Service, Fire Service and the Nigeria Security and Civil Defence Corps, is also from the North, then the Ministry of the Interior with its agencies is virtually controlled by the North in clear breach of the Federal Character policy enshrined in the constitution.

Furthermore, even though it was not Buhari that did it, yet for the first time in the history of Nigeria, all the three arms of government are headed by Northerners:  Executive, President Muhammadu Buhari;  Legisture, Dr Bukola Saraki; and Judiciary, Justice Mahmud Mohammed.

In addition, the two arms of the legislature are headed by Northerners: Dr Bukola Saraki, Senate President, and Mr Yakubu Dogara, Speaker, House of Representatives.

Currently, the three levels of the law courts are headed by Northerners: The Chief Justice of the Supreme Court is Justice Mahmud Mohammed (North); the President of the Court of Appeal is Justice Zainab Adamu Bulkachuwa (North); while the Chief Judge of the Federal High Court is Justice Ibrahim Auta (North). It should be recalled that in 2015, Buhari appointed Alhaji Abubakar Malami as the Attorney-General of the Federation and Minister of Justice, also from the North.

Furthermore, the Chairman of the Independent National Electoral Commission, which supervises the conduct of national and state elections, is also a Northerner: Prof. Mahmood Yakubu. The unwritten code used to be that the President of the country would appoint someone from a different zone (different language, different religion) as the INEC Chairman to give a sense of balance and increase the believability in the “independence” of INEC. That was why many people raised their voices when Buhari appointed Yakubu, who is from Bauchi State, just one state away from Buhari’s Katsina State, as the INEC boss; for even though Bauchi is grouped under the North-East, it is not seen as being culturally and religiously different from Katsina. It is like a President from the South-East appointing an Igbo from Delta State or Rivers State as INEC Chairman because Delta and Rivers are technically in the South-South, or a President from the South-West appointing a Yoruba from Kwara and Kogi as INEC Chairman on the grounds...

The English magician is best known for his award-winning television show Dynamo: Magician Impossible which ran from July 2011 to September 2014.

He has appeared in ads for Adidas, Nokia, and Pepsi and appeared on the catwalk for Naomi Campbell’s Fashion for Relief. In May 2009, Dynamo levitated Little Britain comedian Matt Lucas four feet off the ground in front of a crowd at the Emirates Stadium in London.

Kunle Afolayan set to train youths in filmmaking

Multiple award winning filmmaker Kunle Afolayan is set to groom lucky budding Nollywood stars who will in the end light up local and international film festivals with their creative productions.

In a reality show tagged Extrapreneurship the expected actors are to be green horns from across Nigeria. They are expected to submit a 15-minute documentary to show how hard Nigerians work to make legitimate money.

Through docu-film making, Nigerian youths 0-35 years will channel their creativity and innovation to celebrate entrepreneurship in Nigeria using the theme – My Nigeria, My Platform…Nigeria through entrepreneurs. This theme is a concept targeted at redefining the perception of Nigeria as a country around the globe. The project will be used to shape a narrative for Nigeria that captures our enterprise and productivity as a people.

Afolayan and his team will work on the entries to shortlist the first 20 and ultimate winner of the competition. In alignment with the concept of Extrapreneurship, the winner will undergo a 6-month mentorship program with Afolayan, a platform that will give the individual access to first class and practical tutelage in film making.

Explaining the criteria to be used to determine the participants and eventually the winner of Extrapreneurship, the filmmaker said: “I will be the lead faculty in determining the 20 interns and eventual winner. What I will be looking out for are the subject matter, we need to know if it goes in line with the theme of the project which is My Nigeria, My platform…Nigeria through an Extrapreneur. Other things we will be looking out for is the production value, style of storytelling, camera, sound quality, aesthetics among other things.”

Entries to Extrapreneurship opens July 1-15 while the announcement / press release on winner (best video) will come up on August 29. The selected winner will start mentorship with Kunle Afolayan on October 1, 2016 and completes mentorship on March 1, 2017.

Sahara Foundation will provide support to the winner to make him/ her independent.

Speaker and other Law Makers arrested by EFCC over N750m car scam (Details)

Governor Samuel Ortom of Benue state has applauded the Economic and Financial Crimes Commission (EFCC) for arresting and investigating the speaker of the state House of Assembly, Terkimbir Ikyange; the deputy speaker, James Okefe and the majority leader, Benjamin Adanyi.

Speaking on Thursday, June 30, with state house correspondents shortly after meeting with President Muhammadu Buhari at the presidential villa, Abuja, Ortom said his government would never shield anybody found to be corrupt or wanting, The Punch reports.

He added that nobody should be an exception in the ongoing anti-corruption war in the country.

The EFCC invited the principal officers of the assembly to Abuja on Tuesday over alleged misappropriation of N750million meant for the purchase of cars for members.

The governor said: “Yes, it (the arrest of the lawmakers) is a good thing. It is part of the process. They are under investigation by the EFCC.

“From day one, I brought up a slogan that, ‘if you chop money, money will chop you’. We have to be careful and I have sent signals to all that nobody is above the law.

 “If you do it wrong, you will go your own way. As far as I am concerned, they are under investigation. Let us see the outcome we would have.

 “As far as I am concerned, my government will not shied anybody who is corrupt and who is found wanting. Myself as the governor and every other lieutenant are open to scrutiny; there is Freedom of Information Bill and people are allowed to get information from these sources.”

Ortom noted that the EFCC is an agency that is charged with investigation and they are free to do their job in Benue state.

“I have given them free hand: ICPC, EFCC, and even for me, I am doing independent prosecution of those who are corrupt,” he said.

According to him, his government set up a commission which came up with a report that N107billion should be retrieved from 52 persons, including the former governor, Gabriel Suswam, adding that an unnamed person who was indicted had already offered to refund N355m.

He said the government would not prosecute anybody who returns money.

On his meeting with the president, he said used the opportunity to intimate him of the security situation and economic issues in the state.

Ortom was optimistic that the strategies put in place by his administration would address kidnappings and killings being experienced in the state.

A week ago, report surfaced that the EFCC had beamed its searchlight on Governor Ortom over an alleged transfer of the state’s cash amounting to N4.29 billion from banks to unknown recipients.

He however, denied ever transferring such huge amount from the financial system blaming the report on those he claimed had looted the state to the tune of N107 billion before he took over.

Reasons why these Nigerians must be sentenced to life imprisonment

The Delta state House of Assembly has approved life imprisonment for any person convicted of involvement in kidnapping in the state.
The approval follows the amendment of the Delta State Anti-Kidnapping Law 2016. Governor Ifeanyi Okowa in a letter to the House appealed for reconsideration of Section 4, Sub-Section 1 of the Delta State Anti-Kidnapping Law, 2016, as passed by the House, which made provision for the death penalty.
Governor Okowa’s letter reads in part: “The Right Honourable Speaker and Honourable Members of the House are aware that death penalty is globally no longer fashionable as it breaches human right to life and torture, both of which are protected under the Universal Declaration of Human Rights, adopted by the United Nations in 1948. Besides, there is heightened campaign and overwhelming support for the abolition of death penalty globally.

“Since the world is a global village, Delta State cannot be an exception, hence the passionate call to the House to reconsider the Section under reference and change the death sentence prescribed therein to life imprisonment.”

The law approves life imprisonment for any person who contravenes section 3 of the law.
The letter continues: “Any person who contravenes section (3) of this law commits an offence and shall on conviction be sentenced to life imprisonment without option of fine.”
According to the law, “No person shall kidnap or detain another person or prevent another person from applying to a court for his release or from disclosing to any other person the place where he is being or prevent any person entitled to have access to another from discovering the place where he is held hostage with or without demand for ransom:
“Any person who initiates a compromise, settlement or refuses to give testimony in court in respect of offences charged under this law shall be guilty of an offence and shall on conviction be liable to be sentenced to life imprisonment.
“The owner of a property who knowingly lets or allows his property to another for the purpose of harbouring any person is guilty of an offence and shall on conviction be liable to life imprisonment and forfeiture of the said property to the State the law reads.
